这个成语是中国特有的, 无法找到完全对应的英文, 一般都是意译.现引用字典解释如下:
1. bring the painted dragon to life by putting in the pupils of its eyes--- add the touch that brings a work of art to life; add the finishing touch 
2. add a word or two to clinch the point: 
e,g. 老师对我作文的几处改动, 使主题跃然纸上, 颇有画龙点睛之效
 the few modifications the teacher made to my composition helped bring the crucial point out
